Weird Servo Issue . . . . Help?

Ok, I have a Futaba 9351 servo that's acting weird. When I first hooked it up the other day I had to dial back the EPA to like 60 on left and right. Then as I was driving it seemed to loose a lot of steering. I brought it in and it was barely turning. So I dialed the EPA up to about 100 and that seemed to fix it. But then the same thing happened. Well now I try to dial it up more and it's just not doing much. Any ideas what's going on?
