Does speed go up if the tires are greatly ballooning?

Yes. A ballooned tire has a larger diameter and therefore a larger circumference. A larger circumference means more distance covered with each rotation, resulting in a lower final drive ratio (taller "gearing").

Nice job making it to 60. I'm hoping to get my G2R to 50mph with a 1950/6 Hi-Amp...but it has to get here first.

Yes, at his speed even a 1/4" radius tyre balloon would add 5mph, assuming the motor keeps doing the same rpm.
I wouldn't be supprissed if he had at least 1/2" an inch tyre balloon though at that speed.
