It is a paypal rule that all items purchased through paypal are to be sent with a confirmation number. That number has to be able to be traced on usps.com so paypal can verify it. This is truth for all United States transactions. I kinda make it a rule to sell only in the U.S. but anyways, The thing is, if he/she files a claim on paypal and you decide to send a secondary package to him/her, they actually have the right to refuse the package to where you are required to refund the item. Also, if the buyer wanted to be a real jerk, which it has happened to me as well. The buyer can open the package and claim it is not what was described in the listing and alter it. I know it is bad news. But it is always just safer to sell in the U.S. and get the confirmation and insurance. then your protected on both ends. If you are going out of country, you can do the same thing through usps with out the confirmation and you tell your customers that they have to agree in email and over ebay messenger that you can not guarentee the package, then their is written edocument that can be varified. Ohhh and DO NOT SELL TO FRANCE OR ITALY. Youll get totally screwed over.
