I locked the slipper and made the start power of the Mamba at 50% (still plenty to make it wheely though.)
The Neu will give more torque because it can handle more volts for it is rated at 60000 RPM as apposed to 40000 RPM and because of the voltage increase it should result in in more torque and a little better top end because of the higher RPM capability.

The 8xl setup should outperform the picco .28 and the 1521 definitely will.
You have 4s on MambaMax? It's rated for 3s max???

Yes you will just need to run a UBEC or a seperate rx battery. I run a seperate rx battery. Some have even had it on 6s but that is really pushing your luck and only runs for a very very short time and then thermals, but it does 4s just as good as 3s and runs 5s but sketchy at times. To run more than 3s you need to use castle link to disable the BEC doing this though make sure you have a separate LVC to monitor your lipos (i have a nomadio react w/ telemetry) so you dont bring them to low and damage them then remove the red wire from your throttle servo/channel wires going to your rx.
