how would a 25 mm fan at like 3 to 6 CFM on top of the heat sink compare to a 40 MM 49 CFM fan mounted in front of the caps?

also a fan on top should blow air away from the heat sink? meaning suck the heat out

A 25mm fan would work great with those specs. You want the fan blowing on the heatsink not sucking. I acctually use 2 novak 25mm fans. One fan blowing on the heatsink & one fan blowing into the ESC underneath. Both fans are blowing .
