If the pictures are real, I would say it's some poor, unlucky creature that's been through a very bad sandstorm. As mentioned, it appears to be some kind of dog.

Edit: I just read the Fox News story and I'm gonna go with the "long dead raccoon" hypothesis.

I am with you on this one. Shame it can't be found as a simple DNA test would solve the mystery.

Maybe if we get Shaggy and Scoob this thing will work itself out.
