If I were to make that, I'd use:

-scroll saw with extra blades
-drill press with drill bits of the size I need
-several files, including a larger one for shaping flat surfaces
-sand paper for a nicer finish

What he said plus take your time and make a drawing. Mock up the drawing to the 5B to insure accuracy and always measure at least three times to insure accuracy.
