Saftery wire them to the wheel after you install them. I also saw a very stupid tip in an r/c mag that said to jam fuel tubing around the nut and the recess on the wheel.

Get another set of 23mm nuts and tighten one nut on the wheel, put the other nut on behind it and tighten it down, use threadlock on both. The nuts will tighten against each other. I do this all the time in other applications.
