The 2200 is universal, it will work in 1/8th scale vehicle, buggies, truggies, road cars etc. The 2650 is only for lighter 1/8th scale vehicles such as buggies. I, personally, think the 2650 on 4s in a buggy is too much for racing. On 4s the 2200 is almost manageable. The motors weight difference is only .3 of an oz. which is negligible. They both take the same size batteries (4500 - 5000 mah 20+c Lipo), the 2650 does not run on a lighter battery.
