Well if you want the best you better be prepared to shell out the money! Also 4s is actually harder on the esc than 5-6s as the amp draw is higher with the lower voltage when geared for the same speed. I run 5s in my truggy and it's plenty of power for the track or bashing. If you want the best motor look at a genuine Neu, on 5s the 1515 2.5D is a great choice, that's what I run and I know a few others here are running the same thing on 5s in their truggies. The Mamba Monster is still a great choice for an esc. Other than that combo you could try the Tekin combo, They have a 1700kv truggy motor, I beleive, that should be a strong setup on 5s as well. I have also run a 36-70-1600 Medusa in my truggy on 5s. It did well and temps weren't to much higher than the Neu but I would opt for an 80mm if I bought another one.

As you can see there are some options but I would def urge you to step up to at least 5s for a truggy and there's no need to go as low as 1400kv. Higher voltage should be easier on all the electronic components.

I rate these motors in this order- neu, tekin, castle neu, medusa

Neu- cause of it's temps but you may like to block the holes
tekin- cause it has a range of kv and blocked holes
castle- neu cause it's price to performance is great and has blocked holes
medusa- same as last except the holes are open

I have a neu 1515 1y on 6s2p a123's and a medusa 80mm 1600kv blocked holes on both and a heatsink on the medusa. Both have similar temps but the kv difference means I run the neu with higher top speed. But geared right the medusa is not far behind.
