Ok, that did it! Reversed the throttle switch on my RX, and it's now programmed! The fan went off immediately after programming was complete.

The fan stays on until the unit arms, so that's normal.

Good job. If you're Tx is a Futaba, the manual specifically mentiones about reversing the throttle.
