I balance all my tires also, I found the lead weights work very well and I secure them w/Med CA and accelerator.
Heres the balancer I have, zero set up needed. It's for 17mm hubbed rims but I can also do all my 23mm rims. I do this by adding some 1/4" tape around the hub to bulk it up for the 23mm rims .

Weights like these? They seem like a nice solution. They look thin enough that you could hack them in half or quarters to get the weight you want.

Bondonutz: Did you use the double sided or just CA the weight directly to the rim? accelerator?

Yes those are the weights. If you look deeper you can find some others that come in different weight as well, which will make it possible to combine in various percentages to achieve your goal. I have never had to cut a weight to get the desired results of smooth rotation without any lundging or ocillation.

The only issue with CA glue is that it becomes brittle after it hardens/sets up, which will make it suseptable to cracking and comming apart during stress. The double sticky tape works very well, and if you hot glue over it, then trust me it will not come loose.
