If you paid upfront, then yeah, real bad form. Even if you didn't, it would have been best to let you know he was unable to do it right away and just cancel the deal. Not cool to string someone out so long for that. We all have stuff going on that keeps us busy and distracted, but that doesn't let you out of your responsibilities to other people. Not fair to them.
