I'm leaning towards FLM FLUX XL...

The batteries will still be outside the tvps but should give me lots of room for the 1717...

Any views on bulks - I have the stock bulks at the moment and am debating about the FLM super hybrid bulks which use buggy diffs...

The extended arms look interesting but not sure if i need them with just the xl chassis

I kinda like the DB chassis - but what I dont like about most of those is the added weight. THe FLM bulks just seemed to kill the life in my Flux. Sure it was less wheelie prone, but it also didn't jump near as well or dramatically even. Are buggy diff's really an upgrade strength wise?

I would go with a set of carbon fiber XL or longer TVP's if I were in your shoes.

Dont worry about keeping the batteries inside - unless you want/need to run a single pack. I think having the batt's outside might help a bit with the handling on the savage - although I have never tried mine with a single pack.
