What balancer and plugs ???

The Hyperion is probably the best for how much it costs. The next step up would be a Thunder Power 10cell balancer, but that costs $100.

As for balancing taps/plugs, it depends which balancer you go with. TP makes its own type, and Hyperion uses Polyquest plugs.
