Think of battery capacity like water in a bottle. You can have a liter of water in bottles with different shapes and sizes, but the volume is still 1 liter. Same thing applies to battery capacity. So how do maxamps packs always seem to be smaller than the comparable spec enerland cell based packs? (this is sarcasm)

What you say is quite true, however reformulation can lead to smaller cells of the same capacity. Just another way that I know that maxamps specs are bogus....
