Do you have a voltmeter? If not go buy one, even the 2.99 harbor freight voltmeter is a good purchase (I have 3 and use them all daily!). You need to determine if there is a break in cell #2 balance wiring. Easiest way is to set the voltmemter for continuity (2k ohm setting is fine) and put one probe on each end of the wire (tap end and the cell end) if the voltmemter drops to zero you have continuity and their is some other problem. If it does not drop you have a broken wire. You may also have a bad connector on the balance tap, if so you may need to remove it from the while plug and adjust its shape.
