yep, even if new. All it consists of is a spool of cord, a coil spring and a one way bearing. It sounds like the one way is dragging, or the spring is weak, or something is gummed up and dragging. Take great caution when removing the recoil so the spring doesn't fall out, or you are screwed.

Sounds like a good time to upgrade to roto-start.

BTW: surefire and axial .32's are identical internally. I saved $20 buying a piston and sleeve for my surefire by buying an axial unit.
