That's what i was told the first time, hoping i can find something to contradict that. I have searched and found nothing, hoping someone here might know or stumble onto something

Unfortunately, they may not be required to give a reason. It never hurts to ask, meet with your HR rep and explain to them why you want to know why you were looked over for the job. If they see you legitimately want to try and improve and advance within the company they might be more inclined to tell you. If you take a proactive role in bettering yourself and improving I can gaurantee you they will take notice.
