Problem 1 sounds almost certainly like low voltage. I would give Serum's suggestion a try. Also, after you go through the programming sequence, did you do the autotuning? This is an important part of the programming(some settings won't take if not performed). Was the throttle EPA at 100% when you programmed the controller?
Are you using a UBEC or receiver pack? If so, did you disable the controller's BEC?
Also, what settings did you actually program into the controller? Perhaps we can discuss some of these and figure out how to get you going.
