You gotta admit, these fans are subjected to some pretty harsh environments and physical abuse, especially considering they are meant to be used in much tamer installations. It sounds like glueing the internals is a good idea. Maybe use some type of rubber grommets between the screws and the fan for some type of cushion?

As far as the bare wires issue goes; I wouldn't be too concerned. Even if those thin wires did short out, they would simply vaporize since they can't handle heavy currents - at least not enough to damage the battery. They would just act like a fuse. :) Although, for safety, you could make a little fuse holder by using a couple of these and then insert a blade-type fuse into them.
