Can i achieve this whit a 8xl or 9xl and say 18 cells??

You sure can get result with a 8 or a 9XL on 18 cells, but with lipo (6S, like he uses) it will get on speed quicker, because of the weight. But 18 IB3800's or GP3700's do the trick too..
