Ideally you would solder it as close to the board as possible (+ and - wires) to get maximum benefit- having it on long fly-leads negates much of the posistive effect it has, so it would be good to trim off some of the insulation, and solder the legs of the cap directly onto the power wires = neat and tidy install.
