The ducted fan idea won't work. I know from experience. A year or two ago I tried it with a 4" ducted fan with a Feigao 12XL and 24v 14Ah lead acid, running through a CC Phoenix 60 ESC. I even went as far as hooking up the ducted fan unit to my Camry's intake, along with a pressure gauge attached. At idle the maximum pressure it recorded was 1/2 PSI...

And if you did go with a higher RPM the ducted fan unit likely won't handle it unless you spend $200+ on it. For larger ducted fans they usually can't spin much faster than 30-40k RPM without self-destructing.

You are familiar with the design of a turbo, correct? It is a turbine, and designed to create pressure. The purpose of a ducted fan is to create thrust, not pressure. This is the main reason why this idea is not likely to work (unless you have hundreds of $$ to spend on really high quality stuff).
