Pretty much any capacitance value at or above 1000uF and 10v will work fine. 4700uF and 10v would be about as high as you'd want to go for maximum benefit without having the cap physically large.

If you are having glitching problems, you may want to try wrapping the throttle cable a turn or two around a ferrite ring.

Of course, which of these works will depend on exactly what is causing the glitching...
