They are different cells. One cell is a 2100mah 15C (2 of these in parallel is 4200mah), and a 4000mah 12C (single cell). The 4200mah is capable of 63amps cont., while the 4000mah can handle 48amps continuous. The 4200mah pack will be heavier, since it has a higher discharge rate, but it also has slightly more capacity. Also not the size difference; the 2100mah cells are skinny, and the 4000mah cells are about the width of a sub-c cell. My own personal decision would be to choose whatever is cheapest, since I can make a custom chassis based on certain battery sizes/shapes.
