I live about 1:15 from Rochester and haven't heard of anything there for off-road, there might be for carpet or on-road though. Closest for off-road that I know of is Buffalo, about 1 hour to the West or CRC in Rome about 2 hours to the East.

I have no idea of what the name of it is or anything. I raced at CRC in Rome all summer and they told me about a track in Buffalo, I will try finding something though

I was born in Rochester NY, if you plan on using RC out there this time of year it best be a snowmobile or at a seriously heated indoor track. Miserable place, stay in Cali till spring lol

There is actually a new indoor track (1/10 size I believe) just opening this weekend in the Buffalo area by the Glenwood RC guys. Check out http://www.wnyrcinfo.com/site/index.php All of the tracks in the area have threads on wny rc. Hope that helps you.
