Should be able to do that. Either look for a used one (I think there is a RTR one with charger and batteries on RC-Tech right now for about 8 or 9 hundred). Another option is to join up on Tower and use one of their discount codes for a new one. For staying under a grand, I'd get a Hyperion Duo charger, and go a little cheap on your first set of batteries (Turnigy's from Hobbycity).

I've seen a few good rollers come up recently.
The muggy conversion:
150 roller, 45 RCM mount, 40 RCM Battery tray, 300 for motor/esc, 100 for 2.4 radio (used Spektrum or I'm kinda liking the Traxxas trade in - 60 bucks plus your old TQ). Added up, your at the cost of a Flux.
