A couple issues with 3s as I see it:

1) simply increasing voltage and not changing anything else will result in more current drawn (and therefore power) and might be pushing the ESC current-wise. 3s should be ok on that motor as long as you gear down somewhat to keep amp draw approximately the same. But since people like to push things (and then wonder why they have heat and burnt ESC issues), I imagine CC suggested 2s max on the 4600 to help prevent people from doing stupid things like running 3s on the 4600 AND gearing up for stupid speeds. Can't forget we have people like on certain "other" forums who want to get 100mph+ as cheap as they can.

2) I assume the BEC is linear since it's meant for 2s. Running 3s may cause the BEC to get quite warm or even thermal over time depending on servo used, vehicle weight, tire size, terrain, etc.
