I think there is a possibility that it could have been a conspiracy... Do I care? No. If our govt' was responsible I would think that for some reason only known by the "higher ups" it would have been absolutely necessary. After all, what do you suppose it takes to get a country full of bleeding hearts and anti war spokesmen to ok going back into Iraq?
