Looks like HC is at it again. Interesting concept, wonder how effective it is? If it's a decent joint using thermal compound directly to the foil cell wrapper it might work out pretty well.

But really, using proper packs and gearing you shouldn't need a heatsink for the cells. I guess cooler is always better, but it shouldn't be relied on. Kind of like ESC fans. OK for keeping a moderate setup cooler, but shouldn't be used as a "band-aid" fix for an overtaxed setup.
