The base principle makes sense to a degree, but I doubt the execution would be in anyone's best interest. I don't think anyone wants intellectual property stolen, but censorship is not the way to go about eliminating it.
And having the gov't decide what's best? Pure folly. Anything the government controls is bound to turn into a huge cluster****. What's to stop them from censoring anything they don't feel we should see/hear? Besides, anything the gov't tries to implement can and would be hacked around in short order.

That would be a form of propagander that the govt forces upon the people wouldn't it? It might've had some good intentions at some point but if it is not rejected it will turn into a debacle.
