It controls the juice that goes to your rx i believe, don't quote me on that. The ubec can handle 40 input volts, and will allow 6v going to the rx straight from your batts, bypassing the internal bec(which cannot handle 40volts), the ubec has a higher rating to handle higher voltage from your batts.
