Higher winds will give longer runtimes than lower winds at the same voltage, gearing, etc.

If you want only 25-30mph, the 9xl on 14 cells should do nicely runtime-wise and still have loads of torque. If you want a little more speed, you can gear a tad higher.

14 cells should be ok on the Mamba Max, but you may want a fan to cool it depending on how hot it gets.
