Go with the liquid, use about 1/3 of the dye to about 1 gallon of water. Get the water,salt, and dye to a hard boil, drop your wheels for about 3 min. if they need more drop them again.

I used half a liquid bottle with 4 2.2 wheels and it was more than enough. Most things I've recommend say "use a couple of bottles" which i think is excessive, mine came out perfect. Longer you boil the better it works ;)
