Well, the 2200 is a larger motor so it is capable of more total output. So if you can load it to realize that it will be able to run the car faster. Plus with the same load the 2200 should run cooler (ie both geared for the same speed).
Only benifit I can see with the 2650 is you will get a faster turning motor on the same voltage, and you may run out of gearing options. However, with the speed you are planning I do not see that as an issue. Plus the 2200 is more versatile, you can put it in just about anything.
