In reference to a scoop type of thing, it could be a good idea, if done properly. Once you get the air inside of the body, there will need to be a place for it to exit. Otherwise, air will build up inside, causing more drag. And, if done right, the benefits from the extra cooling would more than overcome the extra drag. This is because the cooler a FET is, the lower its resistance. The lower the resistance, the higher the output. It all works out well :).
