WTB: Air Tx/Rx

I know most people here run cars and trucks, but I happen to be looking for an Air transmitter and reciever. just one each. This radio can be in any working condition (antennas broken, etc) and any frequency. I just need it to meet these requirements:
1. the left stick has no spring return
2. it has a range of at least 5 feet, no more is necessary, but it would be preferrable
3. CHEAP!!

My cousin is having me build a remote controlled trolling motor system for his full scale kayak. he wants to control it while he is sitting in the kayak, but I at least want to see it go around in the lake on its own
