I had that happen to a 5s 5Ah Turnigy pack as well. Cell 1 would charge up, but then self-discharge itself. No amount of balancing helped. I ended up getting a 2s pack and using one of the cells to replace the bad cell in the 5s pack and it has been fine ever since.

Yeah, it kinda sucks, but that's the gamble when getting such cheap packs.
