1. Internal caps rated at 25V and there ratings temperature dependant.
2. Power FET's can be 30V rated.
3. Outside caps rated at 25V (but can be easily replaced, just need to find the good LOW ESR ones.)
Why it is not safe to run then at 25V?
Because switching (PWM) creates voltage spikes which are higher then battery voltage and that is why capacitor rating should be higher then spikes amplitude. Spikes amplitude based on leads resistance, inductance, capacitance and FET's properties...
Things like bad connection, small gauge wires, and long wires contribute to increase in spikes amplitude. Good capacitor helps but overtime gives up and warm/hot capacitor is a bad sign.
Schulze is good up to 16 cells my personal opinion based on what I've seen inside.

P.S. But looks like 149.18 version is much more friendly to do the mods, not a sealed sandwiched SOIC's...
