Generally, it is best to keep the motor under 160 degrees Farenheit (~70 degrees C), but you don't want it to get hotter than 180 degrees F (82 degrees C). The controller should be kept at about the same maximum temperature as the motor.
30,000-35,000 RPM maximum is a nice spot for 1/8 buggies, since that is about the maximum RPM of a nitro engine.
