They should be repeatable,if not accurate,which is all you need often,ie if your measuring everything with the same ones and they're repeatable then no problem.

If there's no slop then it is fine,it should be 16mm,the bearings are meant to go in a 16mm hole after all.This guy did a great job for you,sounds like he knows his stuff.he probably used a 16mm end...

That happens,i just drill and tap a new hole,some of mine have 3 holes in them by now.If you tap it for a 4mm thread then use a 3mm drill so the threads have plenty of meat this time.
